PrEP and Local Health Departments Educational Series

Communities across the United States are at varying stages of PrEP awareness and implementation. Achieving the full promise of PrEP will require coordination among many groups, including local and state health departments, healthcare providers, and community-based organizations. To help achieve this promise, NACCHO developed this educational series to:

  1. Increase awareness and knowledge of the role of PrEP for HIV prevention and
  2. Explore the potential roles for local health departments in delivering PrEP or supporting PrEP delivery as part of comprehensive HIV prevention programs.

The educational series is geared towards local health department HIV and STD program managers and staff; however it is intended that the series will also be a useful resource for healthcare providers, community-based organizations, and other key partners in HIV prevention.

The educational series is organized into three modules, each consisting of webcasts (pre-recorded lectures), a webinar, a discussion guide, and supporting resources and tools.

The Science of PrEP and the US Public Health Service Clinical Practice Guidelines for PrEP

Module 1 provides the foundational information for NACCHO’s educational series on PrEP for HIV prevention and the potential roles for local health departments in delivering PrEP or supporting PrEP delivery as part of comprehensive HIV prevention programs. The webcasts and resources in this module provide information on the science and research behind PrEP, who might benefit from PrEP, key messages and recommendations from the federal PrEP guidelines, and the role and potential for local public health as it relates to PrEP delivery.

Who Might Benefit from PrEP? Assessing Benefit at a Population and Individual Level

Local health departments play a key role in collecting, analyzing, and sharing data and information to support HIV prevention planning efforts, including assessments of who might benefit from PrEP. Module 2 provides information on data sources, tools, and strategies for conducting population-level assessments of who might benefit from PrEP, which will help inform local health departments about the potential role for PrEP in their community and guide efforts to incorporate PrEP into programmatic activities, and individual-level assessments, which can help initiate and inform conversations with patients, clients, and community members about PrEP as an HIV prevention method.

  • Identify key data sources, factors, and tools to help you make population-level assessments about who might benefit from PrEP as part of comprehensive HIV prevention (i.e. how PrEP fits into your overall HIV prevention strategy);
  • Explain how to use and interpret HIV and other relevant data to develop epidemiologic profiles to inform HIV prevention plans and outline the potential benefit of PrEP within your jurisdiction; and
  • Identify mechanisms for disseminating and communicating HIV risk data to clinical and community partners.

Examples and Models from Local Health Departments

Communities across the United States are at varying stages of PrEP awareness and implementation, and many are asking themselves what they could or should be doing. One of the goals of NACCHO’s educational series is to explore, identify, and define the various roles that local health departments can play in supporting PrEP as part of a comprehensive HIV prevention strategy. Module 3 highlights a number of potential roles and describes specific actions local health departments can take. It also provides real world examples of what local health departments are doing.
