Smokefree Policy Guidelines

The Association of State and Territorial Health Officials (ASTHO), the National Association of County and City Health Officials (NACCHO), and the National Association of Local Boards of Health (NALBOH) joined forces to eliminate the use of tobacco products. The online action plans on Clean Indoor Air Policy are extensions of the three organizations’ Joint Policy Action Steps on Tobacco Use Prevention and Control. The action plans embody a comprehensive approach to policies on secondhand smoke from both state and local perspectives.


Each action plan provides clear-cut activities for state and local governments to reduce exposure to secondhand smoke and implement clean indoor air policies. Action items range from public education to enforcement of local ordinances. Working together, state and local health agencies, boards of health officials, and national partners can achieve the 21 objectives for reducing tobacco use in Healthy People 2010.
