The Program and Funding Guidelines for Comprehensive Local Tobacco Control Programs was developed for local health departments (LHDs) and their partners. The guidelines were adapted from the Centers for Disease Control and Prevention's Office on Smoking and Health's Best Practices for Comprehensive Tobacco Control Programs, which is a document that focuses on state-level programs.
