Guidance for Authorship & Clearance of Manuscripts Submitted to Peer-Reviewed Journals


The purpose of this document is to provide basic guidance for journal authorship and clearance to employees of the Department of Public Health (DPH), and is not intended be a set of enforceable standards. Rather, this document is to help Department employees negotiate key issues in assigning authorship and assuring accountability for content, scientific integrity, and appropriate review, so that all parties can reach consensus in an amicable and professional manner. This document provides guidance on:

A. Ethical considerations that need to be considered during the manuscript development and clearance process;
B. How to designate primary and secondary authors;
C. How to determine which individuals should be authors and which should be included in the acknowledgements;
D. Suggestions for the clearance process; and
E. An appeals process for authors.

This guidance applies to all types of articles submitted to peer-reviewed journals including original scientific studies, evaluations, reviews, or commentaries and is consistent with the standards set by the International Committee of Medical Journal Editors (ICJME) (www.icmje.org).
