Case Example: Escambia County Health Department (FL)


This 3-page case example explores how the Escambia County Health Department (ECHD) in Florida used a budget crisis to create a ranking tool they dubbed ”the matrix,” which:

  • compares all the services provided by ECHD;
  • analyzes how the services align with the health department's responsibilities to protect the public's health; and

Priority Setting Matrix

The priority setting matrix is very useful. It would be helpful to mention that the link to the matrix form requires opening another tool from the toolbox.
